Who to blame for crime...

Who is to be blamed for criminallity taking place in our country and on our door step, Grahamstown. Is it the goverment, is it the justice system , is it the set up of the prison system or is it the police. These departments, are they working as one unit in crime matters. Stop blaming one secton in solving crime,the police when crime prevails. I think all these department should start taking the matter crime to heart and stop playing the blame game!
